I haven't played for 10 years. Can someone tell me if Tibhar Grass Attack are allowed in UK?

The rubber you mention is on the LARC 2109b edition, so it's a legal rubber.

It should be legal to use in the UK leagues assuming the league rules say that any valid rubber in the above mentioned list is allowed.

Grass Attack doesn't appear on that list, so I presume it is not legal.

Several versions of Grass rubber, but not specifically Grass Attack on the LARC. Frankly, if you are playing in local league in UK, no one will bother. Anything a bit higher and I would advise you to check out the other Grass rubbers. One may be very similar.
