Hi,
My game is offensive and I like to loop and hit FH topspin smashes, haven't perfected looping on BH yet but BH topspin smashes are my bread and butter. I need setup suggestions for a short pips on my BH and for my FH preferably inverted with good control which can loop and not too sensitive to incoming spin. I was hoping to try this on Sanwei M8 or something of a similar weight. I have a budget of about $30-40 bucks for the paddle and live in the USA.
Thanks.

BH: Yinhe 955
Do I understand it correctly that you'd like to setup a test-racket based on Sanwei M8 with 1x inverted and 1x short-pips?
Apart from my advice I would like to suggest you to improve your BH first before experimenting with material that doesn't seem to match your style of playing (BH topspin-smashes).

Please check the thread on classical short-pips by Kees, useful (reasonable) cheap material could be Palio AK47 (available for +-$12.50 atm shipping inclusive) red (medium hard) and Friendship 802 Mystery or 802-40.
