You can, theoretically, but then you end up in expedite. And one has to attack. In reality (as in the embedded video) the one with the stronger attack will usually assume the role of aggressor and the other will chop. Actually, many of the rallies end up as counterlooping exchanges after a couple of initial pushes.

Before the expedite rule (back in the 1930s) there were reports of wrestling matches between choppers that took hours to complete.
