Speed and spin values are slightly higher, as given, than those for Guard and Guard Special. It will not be anything like a classic anti, then, but even more like Friendship 804, I guess. Not as for quality, though, probably - Giant Dragon's anti rubbers are extremely poor in quality, in my opinion.
Apart from that, making an anti faster for the new ball does make sense, especially if you want to defend away from the table or have effective counter-attack.

For blocking at the table would one use 1.2 or 1.8 mm of sponge with this rubber?

It depends. If Peril comes with the standard sponge, thickness 1.2 mm will give the lowest speed and the best control over incoming spin; 1.8 mm will give better speed and better possibilities for guiding the ball (for active blocking and counter-hitting). If, however, the sponge is speed-absorbing, thickness 1.8 mm will provide the lowest speed and best possibilities for guiding the ball, and 1.2 mm will be faster and less sensitive to incoming spin. My guess would be this anti comes with a speed-absorbing sponge, as with GD antis the regular sponge has been hitherto unavailable in 1.8 mm; but it is just a guess...
