Well, after watching closely the video, I found something at 00:56 that I think is an illegal serve, and I remember I played againts another penhold who used to serve that way and made very angry because he didnt throw the ball much higher than 10 cm, am I wrong ???

The serve at 00:56 definitely illegal by today standarts/rules, but they are common to see in some veteran tournaments here in my country (don't know about other countries but from watching the video, I guess the same also happens in China). I believe back then at 1970-1980, the rules only state not to hold the ball when serving, without indicating how high you should throw it. See this video of Jiang Jialiang play. Almost all his serves are using old rules (hidden serve, tossing not high enough). Watch his serve at 7:01 and 11:02. Old habits die hard I guess.

I agree. those quick serve low toss are illegal. they are quick and hard to call if they just throw it in there in the midst of a match I've had a guy who was doing it in two finals. I lost the first but won the second. I caught two other in the rounds leading up, one guy wanted the official and I called him before the match started and the ref agreed with me.

Most veterans in my area are also still doing those serve, and I suspect other areas in my country, and perhaps on almost Asian country, the veterans still use these kind of serves.

I think the general public, just play for fun, they don't care about the 16cm vertical throwing rule. I do the same most of the time, except for a real match.

I threw two of my opponents off their game in my last charity event where I called the ref on their illegal serves albeit their infractions were much worse than a low toss.
