eacheng has it for sale at USD33 + shipping, about 18% more than Target National.

"Sanwei Europe Version TARGET 40+ Pro Pips-in Table Tennis PingPong Rubber With Black Sponge

Europe Target 40+
By making the surface of top sheet as thin as possible, whose difference to other rubbers is visibly identified by the naked eyes, the longer pimples can be bend more easily into sponge, while the air compartment of “ cake sponge” can attract the force of incoming ball and then expend it again, imparting additional power on the ball much like spring, enabling a high degree of rotation while shaping a higher arc trajectory, also increasing the control in passive playing. This rubber is a perfect combination of high- speed elasticity and great compression."

Trying to cut through the marketing blather, this is a different topsheet (-015) from the Target/Target National (-001). Longer pimples? Maybe thinner? More porous sponge? Softer? Don't know if it's somewhat tacky like Target National, either.

They claim a thinner topsheet, so this probably means shorter pips as well. Where else have we seen this claim? I can think of two instances. (1) Butterfly's new Bryce Speed (I think it was "Speed", might be wrong.. ) - they claim it's the fastest Butterfly rubber out there (faster than Tenergy 05, so it's got to be very fast indeed). (2) KTL Pro XP/XT. Ironically, this is known to be a somewhat SLOW rubber.

Here, Sanwei is claiming the same thing that Butterfly claims for Bryce Speed - added speed (and spin) (to make up for what was lost in the change to the 40+ ball). Something else of interest - they've trimmed off two corners. Why? Who knows. They trimmed two (rather weird, tapered) corners on National, as well. Maybe sheets with trimmed corners sell better... H3 outsells all other Chinese sheets and it's got four corners removed, after all....
