About a year ago I took a donic bluefire rubber off a blade, had only been used lightly for a couple of months approx. I went to put it back on the same blade yesterday and it has shrunk by at least a few mm, so that the edge of the blade is exposed!! It was attached using donic blue contact water based glue.

I am wondering what I can do to bring it back to size. I have some best test paper/rubber cement, maybe I could put on a very light coating, just enough to expand the sponge and rubber a bit?

Although not legal for competition, rubber cement should do the trick.

Shrinking Tensors are a known problem. They come treated with chemicals at the factory (what's we'd call "boosting"), and like most chemical treatments of this sort, it wears off after a month or two. If you want to keep using it, then you'll need to restore the treatment. Which means boosting it. You can keep boosting it every month or two until the topsheet gives up the ghost and turns slick. But you can't, of course, use it in competition. I mean, you could, the top Chinese players do it to H3 after all, so the rumor goes... but don't tell Igor.

Rubber cement solvent will expand the rubber again (akin to the old speed gluing), BUT it only stays expanded for a few hours. After that, it's stuck to the blade, which prevents it from shrinking, but it'll be under tension, which will make it slower, even worse than just slapping it on in a shrunken state.
