The real advance IMO, would be to toss this whole "fair play because everyone uses the same racket" idea out the window. They should standardized the surface and let the players use the blade they like with perhaps the only restriction being that the blade be all wood.

In what way might the surface be standardized?
perhaps the same brand and grit of sandpaper

Further thoughts:

If playing with a sandpaper bat is easy for beginners, why don't we coach beginners with these parts until they get the correct strokes?
I don't know new or even old stlye rubbers over the last 45 years are a real show and tell type and real easy for students to learn real strokes, which is why we all mainly learn the same things , i think even with a couple of 729 bat wing rubbers you will learn to loop faster than with a sandpaper bat

we used sandpaper bats when we were young, while I do spin a bit more now , I became a hitter partly because it was fun and easy to hit, going by who are the best at this sand paper game, It seems to be players who used inverted rubber first and learnt good strokes could use sand paper bats in this event

The organizing body could simply supply the sandpaper or they could specify a type and grit. Frankly, there's not a whole lot of difference between different grits in my experience. But creating a standard ensures that someone doesn't get creative. Get 3M to sponsor the playing surface...
