What's the difference between the way authorised hardbat rubbers play and antispin (apart from the fact that antispin can be combined with a sponge and hardbat rubbers are played OX)

Why can't antispin in OX format be used for hardbat table tennis?

That might actually make sense (although hardbat purists would certainly have a different view). For that matter, I don't know why ox smooth rubber is banned by the ITTF for regular play.
