Anything goes with serves over here in Korean Amature Competitions. Zero certified umpires, just scorekeepers from your round robin group or the opponent's supporter. You say opponent is serving under his arm, you can try to ask the tourney director to fix it, but all he will do is appoint a differnt scorekeeper. You just have to learn how to deal with that along with a let situation NOT called every 3-5 seconds.
