The applicable ITTF law is:

There should be no marketing of new racket coverings before the authorisation has been published. If a racket covering is marketed before the racket covering appears in LARC, the authorisation is void. However, the racket covering may appear in sales brochures etc. provided the validity date is clearly mentioned.

It's a little vague how they say there should be no marketing, yet in the following line the racket covering may appear in sales brochures etc. provided the validity date is clearly mentioned. :o

Rubbers like Calibra tour and the new Rasant seem to be openly marketed, and in the case of the Calibra tour it's even marketed on the ITTF website!

Although I'm reluctant to report this to the ITTF, as it will only hurt the manufacturers, it seems unfair that the ITTF can chose to follow some of their rules to the letter of the law, yes ignore some others.

It does make the ITTF look stupid when they have advertised on their website

To me advertising, teasers, information about a soon to be approved rubber should just be allowed, just normal pre launch stuff for any product
So either they should change the rules or just enforce existing protocol

I tried Tour on a pre-production model of Peter pan blade last week and found tour to live up to some of its hype.

YEAH, hype should be allowed before launch, it is a standard marketing procedure.

Agreed. It's a rule that makes little sense business-wise and is inconsistently applied.

Smaller companies tremble in fear that the ITTF will remove their authorization if they even whisper about their new products, whereas the big ITTF sponsors with advertising dollars not only ignore the rule, the ITTF actively helps them market their products in violation of the rule.

I brought this up last year to Adham, and he said someone might have given Andro permission to break the rule. My question is who in the ITTF has the authority to grant permission to break rules without the President's knowledge? I hope it wasn't ITTF BoD member Eberhard Schoeler, who has ties to Andro.

And the ITTF does not understand why people question thier honesty.

(or, like some governments, they just don't care what people think)

Marketing might be more related to "sales" as opposed to "advertising". Sometimes, language can be obfuscatory even when intentions are good.

DHS MANUFACTURER DID GOT AROUND THE ITTF Regulations regarding the rubber legality.

Those notorious factory tuned rubbers (so called "special edition rubbers"), as now being produced and distributed by DHS manufacturer to all the China Pro League's players, they all are illicit to play internationally.
Those "special rubbers" never been approved by ITTF and consequently may never be used for any of international competitions.

I consulted a versed lawyer on this issue recently.

I believe the LARC rules apply to the top sheet, not the sponge, so technically blue sponge or whatsoever are legal.

The old "National Team" version trick.

Yep... some manufacturers even bring our National Versions of their OX long pimples, where the 'National' refers to the type of sponge used. :o :o :o

Or a different rubber mixture like the yellow package Palio CK531A and green package "new" Palio CK531A which both famously operate under the same ITTF authorization for many years.
