Update from the ITTF:

12. EQUIPMENT UPDATE.

12.1 Bounce test project status:

The Equipment staff continued the work with the Equipment Committee to update the T9, however, there is a delay due to the sick leave of the key staff member.

Together with the Institute for Sports Research (ISR) in Singapore
they developed 2 versions of the device:

o Low cost (using the concept of ball hitting the ceiling of the
apparatus as a reference to determine pass/fail)

o Premium version (using sensor) – similar to what was presented
in Tokyo but with more sensors in this improved version. Tests
are in progress to verify accuracy of readings.

 Research to improve the accuracy is:

o Use of membrane on rubber to get more accurate results without
needing to consider the stickiness of the rubber.

o Use of platform (steel or acrylic) to ensure racket is fully horizontal.

o Use of release device to ensure a consistent drop.

 The 3 fastest rubbers and blades were collected from the equipment
manufacturers to test and determine the acceptable pass ceiling. This
limit needs to be further developed as recent tests show that
temperature affects the bounce measured.

JTTA explained the rationale behind the bounce test. There is no
checking system for boosting, except gas chromatography, and the
control of rubber performance are required to promote a level playing
field.
It was suggested that the Equipment Committee coordinates with the
Athletes Commission to investigate other ways as well to discover
boosting.

The general feeling was that the bounce test project is not yet ready
for implementation for several reasons:

a) Technical problems with the device regarding membrane, platform
and consistency of the measures;

b) Changes in environment (like temperature) could influence the measures;

c) Bounce limit is not yet fixed and if the Athletes Commission
proposition on 4.25 mm thickness is accepted, new calibration
would be necessary.

8-EC-02-2015

FINAL RESOLUTION.
The Executive Committee decided to refer the bounce test project back to the Equipment Committee for further study and experimentation, and asked to conduct tests at an ITTF event once the device and the procedure is ready. If successful, the Technical Leaflet 9 has to be updated and be presented to the
next BoD in 2016 for approval.

This project seems a complete waste of time and resources to me. Speed glue, and subsequently boosters, where banned for health reason, and surely current boosters present no significant health issues anymore.
Factory boosting is still perfectly legal, yet boosting by individuals (who may wish to get the effect effect) is not legal, and the ITTF put all this effort into preventing this. :( Surely there are more worthy causes to spend this time and effort???

Well, bounce test, or COR, is even more difficult to test. The bounce elevation per ball speed relation is not linear. :)

And very time consuming to test several possible ball speed

Maybe all this comes from all the people whining that the Chinese are boosting their Hurricane... :lol: I suppose, if they set standards, then factory boosting will be out as well - if they set the standards high enough that factory boosting is in, then DIY boosting will also pass, as long as it doesn't exceed the limits the factory boosting doesn't exceed. If you think about it, if Tenergy 05 passes so should boost jobs of, say, 729 or Hurricane.

Actually, the more I think about it, the more I think it actually legalizes boosting - as long as your boost job doesn't exceed the pass limit, which means Tenergy 05 bounce.

Hi,

I think that ITTF should do apply rules, or should change them to make them apply : services, boosters, speed glue, prohibited pips ; some players applies, some others not => there is no longer equality.

So, we have made a PETITION for it :

Seems like a good initiative Julien, but I doubt the ITTF will pay one iota of attention to it.

A few comments

1. You raise many issues here, and each one will require very different methods to be resolved. I think it's better to address one issue at the time.

2. To get better support from the English speaking community, it would be high beneficial to get your statement translated by a native English speaker, because the language in your translation above, and on the Facebook page, is rather poor (no offense intended) and may not be taken seriously.

3. The ITTF is not elected, nor are they accountable to anyone, so they can pretty much do what they want, without consequences. They are not responsible for rules and enforcement at local level, only international, so they will likely just tell you to complaint to your national association.

I disagree with you on the third point. And the petition is destinated also to the National Federations.

Solutions proposed are there (but in french for the moment) : http://pdf.lu/1e6p/

ITTF can pretty much do what they want, but I think players+coachs+associations's leaders (etc..) can convince them to act.
And they are responsible for table tennis rules of game for the countries => national'rules of game come from ITTF
(I need more vocabulary).
