Really interesting question. My guess is that a prison will use cell-u-loid balls whenever available. Goes with the territory.

It is also important to avoid complaints about inmate poly-victimization.

Reminds me of these ads I've been seeing recently for a phone app called "Boost". Forget exactly what it was for, I think shopping. But they kept using the phrase "Just Boost it!". I doubt most people around these parts knows what it means to "boost" something. Especially when it comes to merchandise... You could end up in jail for it.. :lol:
