I have recently started with table tennis. I bought a new tt racket. When I play with my new racket, the ball slows down and it gives a feeling that the tt ball seems to be sticking to the racket. What could wrong?

Most likely you are a victim of "packaging tackiness". The rubbers had protective plastic, and when you remove it there is some initial tackiness. This should wear off to a playable level within a few hours of playing. To speed up this playing-in process, rub the surface lightly with a damp cloth and then wipe dry.

Note that some rubbers are supposed to be quite tacky, in particular (in my experience) the 999 family of rubbers and Milky Way Earth. I once left a racket with some 999 variety (properly broken in) with the face flat down on a table top for a few minutes. It took quite an effort to pull it loose, and when I looked the rubber still remained attached to the table, pulled loose from the blade. :-D This is not to frighten you, just so you know that tackiness perhaps won't go away completely.

Nothing wrong. Tackiness is going to decrease in time. If it is slow premade racket it may seem that it won't let go the ball :-)
You can probably spin the ball pretty good if it is that tacky.
What racket did you buy? Name on the handle and what is written on rubbers?
