Electrical tape used as grip tape is not against current ITTF rules as long as you:
    conduct yourself nicely
    don't do anything too shocking
    put up good resistance to bad behaviour
    don't amp yourself up too much
    don't lose your grip

Electrical tape seems slippery so it's probably not a good choice for grip tape. If you don't want to pay the ridiculous prices for table tennis grip tape, just use the ones sold for tennis rackets. They're basically the same stuff. You can get a pack for about $4 USD at Walmart, enough to wrap 6 blades.
