There are some rubbers that have the ITTF logo on them but they don't have the XX-XXX number on them, like the Palio AK47 rubber:

while other rubbers from the same company, have both the ITTF logo and the XX-XXX number on them like Palio PowerDragon (55-004):


Are both approved from ITTF? Can both rubber be used in ITTF tournaments and national games? If so, why is this difference with the numbering?

Answer: The sheets without numbers pre-date the system and are grandfathered in. Making/changing molds is expensive, so they don't do it most of the time. However once in a while a company might decide to update the topsheet design with a new logo and a number is printed on the new topsheets. Look in the LARC, lots of unnumbered sheets alongside numbered ones.

ITTF vigilance of the balls delights me.
Every single Ball is bound to be re-tested in ITTF labs every one year.

On the other hand, ITTF policy in regard to the rubbers is unduly slack, I believe.
Once approved, the rubbers will not be tested again within the period of ten years/ Sheer folly.

Let's just say rubbers matter a lot less than balls do. At least when it comes to complaints from players...
