the title says it all really.....

I can't do a revers pendulum well, but my tomahawk is spinny. However, I can only do pure side or side top with it.

How do I go about putting back-side spin?

Sure, you can - have a look at William Henzell's serves on Youtube! I have a tomahawk variation (don't use that often) that is almost pure chop...

Another thing you can try - take your index finger off the bat, keep it on the handle on the tomahawk serve - I find it easier to "collapse" the wrist if the index finger is not restricting the bat movement...

to make underspin with the sidespin bat angle this:o/ brush the bottom half of the ball and the side, I find it better to aim closer to the net with this to avoid being attacked by good players but experiment with length and see how opponent handles a longer serve,if they loop it back shorten the length

I think that is actually quite common. I can do both top and chop tomahawks but my top variant is spinnier, and I often get asked how I do it.

Try contacting the ball on the bottom and side as well as taking the ball earlier in the timing of your stroke. You could also use more of a downward motion to bring in more under spin. Videos of your serve could help. But timing and contact are essential with what you are trying to achieve.
