The International Table Tennis Federation sets up a joint lab with Nanyang Technological University, which will focus on testing of table tennis balls and racket coverings, among other projects:

I've toyed with the idea of how to build stuff to test the claims people make about rubber and blades (both the manufacturers, and here as well) - things like quantifying "throw angle" and "gears", for example. Or "flexible" in the case of blades. The first step, of course, would be to define exactly what is meant by these terms!

I think ITTF would be more interested in designing equipment to enforce compliance with rules. And invent new ones (rules) and ways to test for those... ;)

As far as I know, there are no "competition standards" to regulate the ball bounce on the bat.
And the "Ball Bounce Trial Project" as initiated by Japanese TTA was discontinued by now; it was found to be unfeasible.
