The only way to be sure would be to talk those that will inspect it. I would guess they would pass this, as the damage is minor and on he edge, but there are no clear rules on exactly what's acceptable, so it comes down to the opinion of referee on the day...

I saw in the link https://www.google.co.kr/url?sa=t&source=web&rct=j&q=racket%20inspection%20damaged%20racket%20in%20ittf&ei=5OKXVeKLIIiL8QWEoqfgCw&url=http://www.ittf.com/stories/pictures/T9_RacketControl_BoD2011.pdf&ved=0CCIQFjAC&usg=AFQjCNH4LxOzZIODFTxUrbPflMHQQbo2PA&cad=rjt that thereis a voluntary testing prior to the match day. Yes you can do voluntary testing beforehand, but if they reject it, you've still got to replace it.

Perhaps the best thing to do (if you don't have a spare bat) is to buy an extra sheet and bring it with you (+glue & cutters), so that if they do reject it, you can replace it.

Go get spare rubbers, I always carry a spare in my bag in case there's a need for it.
