If your opponent makes a slower shot without much spin that you need to take close the table, you'll need to cut under the ball with a pretty open angle, almost like a push, digging the ball into the pips so they bend and the ball contacts the sides, which will help add backspin to it.

This advice in particular was of interest to me. This seems to gel with my observation of top players on youtube. When they cut the ball close to the table off a weakly hit ball without much spin, they do seem to use an extremely open racquet face. This, however, seems counterintuitive. Opening racquet face is generally done to counteract heavy backspin. Why doesn't the ball pop up when you hit a weakly spun ball with an open racquet face?

Your pips can overcome the spin on a weakly spun ball, and you will return a light underspin even though it looks like you made a magnificently spinny chop.

Another thing I've noticed is that if you hold the racket too tight chopping or blocking vs a hard hit ball, its likely your return will go long.
