"Speed glue" is not used any more. What you probably want is instructions on using Elmer's Rubber Cement (don't say "Elmer's Glue", in the US that's taken to mean the white Elmer's Glue-All which is meant for wood and paper.

It's easy to use, and much faster than water based glues. Just spread one or two layers of the glue on the rubber (it's pretty thick), and another layer on the blade. (I trace the shape of the blade on the uncut rubber, and to save glue, I only apply the glue inside the outline, with maybe an extra 1cm outside the outline in case of misalignment.) Once it dries on both surfaces (maybe 3-4 minutes), apply the rubber to the blade. This does take some practice - getting everything lined up properly and stuck down without any air bubbles takes some practice. Start from the base where the logo strip is, and "roll" it upwards (there are videos online, the technique is the same as for water based glue). Some sort of roller helps flatten it once you've got it down.
