Does anyone know if you can apply Rubber Cement on one side e.g. the blade and Water Based Glue on the other side e.g. the blade? Will they stick when dry and are there any potential issues? Thanks

Quite a few people have posted that they do exactly this. The rubber cement usually goes on the blade (because a number of pro players are on record as saying that water based glues degrade blades over time). I can't be bothered, I use rubber cement on both sides. Yes, it won't work with OX pips, but I have switched to glue sheets for those.

Yes, I do this all the time too. But keep in mind it's a relatively weak bond. So if you boost, there is a chance of peeling.

One reason to use rubber cement IS the weak bond. It helps prevent damage to the blade when removing rubber (though you should varnish the blade regardless). I can't say I've had any worse luck with sheets peeling when boosting when using rubber cement, though. Just wait until the glue on the rubber is dry enough. If it's still gooey it'll peel off with the slightest dome. If you can't wait, add another layer of rubber cement on the sponge and wait for that to dry (it takes a few minutes).

Incidentally, I came across these on AliExpress:
