So logic would indicate that it has survived this long, either it's probably been sealed at some point or doesn't need it. How to tell though? I sure don't want to mess it up and I am guessing I will need to try a handful of different rubbers before settling one I like. I will probably be trying out both OX and sponge. I use the Tibhar glue sheets from Paddle Palace if it matters.

The old (VOC) glues were much less harmful to wood compared to the current water-based glues. So I would still seal it if you can, to provide some protection again water-based glues.
Glue sheets can also be very hard to remove sometimes, so an extra seal to protect fibres from coming off is worth it IMO.

Being a 3- ply blade,I suggest sealing it.Besides, If you are a blocker all the better since this kind of 3-ply blades get stiffer and benefit the blocking style.A bit more sealing liquid,adds extra stiffness.
