Do they hold ratings-limited classes within tournaments as they do at US tournaments?

I forget if doubles matches count for ratings in the US, I'm inclined to think they don't, but they do set up doubles classes at tournaments based on ratings of the partners.

I looked at the ratings central history of one of the players that played awhile back.

How can your initial rating be 1600 for a beginner level comp?

Our city and neighborhoods rating system has an option to any player to have two ratings (not including separate sandpaper rating): for the primary playing hand and for another hand. We have many low-rated tournaments and fewer open rated, so some people like to participate with their weaker hand rather then visit far away club.

Wow. Talk about resurrecting old discussions. It was fun reading the old posts, I'd forgotten I'd written a lot on this subject.

Right - even if countries (and online services like Ratings Central) use the same ratings system (as I said, the US one is based on the one used in Chess), if the players from different regions never play against each other, the actual rating points for different levels of players would have no reason to be the same. I recall reading complaints that, even in the US, there'd be "ratings bubbles" in parts of the country, where the players don't travel to tournaments outside the region very much. Big tournaments like the US Open and Closed, and the USOTC, would tend to even things out (these tournaments are stupendous in scale, 50-100 tables, they will take up entire convention centers, and people fly in from all over the US). A REALLY good example of this is the ratings system implemented by the ITTF for International-level players... note that, at that level, men and women don't play against each other, so you can't compare a woman player's rating vs. a male player's rating. Last I checked, the top woman player had a higher rating than the top man.

Beginner level are usually below 1000. So if you join that event, they'll give you rating of 1000 and it will vary depends on the RC of players you play against.

I don't think you'll be given an initial RC of 1600 at a beginner level comp. That's already A Grade/Div 1.

Yes, Russian sports folks got eligible for a decent money discount in buying sports goods, provided you achieved a certain skill Rate. Rating Certificate and personal ID is needed to enjoy the price discount.
