Both can be used. Which one is better depends on which one suits you better. Good news is that you have both and can try them both and see which one you like better.

If I must choose one perhaps I’d choose the Clipper.

The Clipper is stiffer, thus the pimples would have more "pimples-like" effect.

I would also choose a Clipper, but the Clippers need to be heavy (at least 100 grams) to be effective with short pips, especially on the forehand. Then, there is the problem of choosing short pips, too many of which, nowadays, play too similar to inverted rubber.

Yes. See the DMS Spinfire, capable of producing inverted-like spin (not too much however), but too little wobbling or funky balls. I think they are trying to make a hybrid between the traditional short pimples and the inverted rubbers, but rather having the best of both worlds, they rather get the rather worst. This is what I see at least.

Thanks for the all answers, also I am thinking about selling the clipper and buying a dr neubauer blade. My purpose of getting short pips is doing active blocking and placement game. What do you think about this should I sell the clipper or is it a good short pips blade?

As other have already stated above, the Clipper is perfectly fine for playing with short pips, it's actually quite a common choice for players with short pips.
